Johnstown's good fortune has come at the expense of taxpayers everywhere else. Defense contractors have found that if they open an office here and hire the right lobbyist, they can get lucrative, no-bid contracts. Over the past decade, Concurrent Technologies Corp., a defense-research firm
that employs 800 here, got hundreds of millions of dollars thanks to Rep. Murtha despite poor reviews by Pentagon auditors. The National Drug Intelligence Center, with 300 workers, got $509 million, though the White House has tried for years to shut it down as wasteful and unnecessary. Another beneficiary: MTS Technologies, run by a man who got his start some 40 years ago shining shoes at Mr. Murtha's Johnstown Minute Car Wash.

A review by The Wall Street Journal of dozens of such contracts funded by Mr. Murtha's committee shows that many weren't sought by the military or federal agencies they were intended to benefit. Some were inefficient or mismanaged, according to interviews, public records and previously unpublished Pentagon audits.

Concurrent Technologies began two decades ago doing metalworking research in Pennsylvania's struggling rust belt. In the years since, the Johnstown, Pa., company has become a federal contracting chameleon.

It is an intelligence adviser, an environmental consultant and a software engineering specialist. It has trained mine-detecting dogs and managed religion-based initiatives. It oversees construction projects, organizes conferences and studies ways to use hydrogen for fuel in Pennsylvania and South Carolina. Missile-defense research is part of its portfolio. So is the development of special armor for combat vehicles in Iraq and "solid waste technology" in Florida.

And it is a nonprofit charity.

There are many reasons. Fatalism in the voters. Lack of accountability in party selection measures. Excessive polarization in political views.

It doesn't help that people have a sense of entitlement in regards to government money.

Because people are f--king stupid. So stupid in fact that
anymore I could care less if people get fuqed up the ass
by the very politicians they re-elect every election cycle.
Best of all however is if you ask them just 2 weeks after
election day who their Senators and Repersentatives are
in Washington, you would be hard pressed to find two out of
fifty people who could name them. That dear friends is the
situation we are now in. It's become so bad in fact that
sometimes I almost hope that  Usama Bin Laden's Al-Quaada replacement
would sneak up with covert nuke brought into a large city
via the US/Mexico border in a truck, if anything to reduce the
aggregate amount of utterly stupid people we are presently plagued with.
